House pushes for terrorist label for Haqqani group

The House has voted for a bill pressing the Obama administration to designate the militant Haqqani network a terrorist organization.

The measure passed Tuesday by voice vote. The bill would require the secretary of state to report to Congress on whether the Haqqani network meets the criteria to be designated a foreign terrorist organization and if not, to explain why.

The Haqqani network, largely operating in eastern Afghanistan and northwest Pakistan, is affiliated with both the Taliban and al-Qaida. U.S. officials say it represents one of the biggest threats to Afghanistan stability as it is believed to use Pakistan as a rear base for attacks on coalition troops in Afghanistan.

The Senate had approved a similar version of the bill, sponsored by Sen. Richard Burr, R-N.C., in December 2011.
