Questions that still exist nearly 14 months after the Benghazi attack will be at the focus of Congressional hearings next week, Rep. Devin Nunes, R-Calif., told Megyn Kelly Friday on "The Kelly File."

The hearings, in which lawmakers will be given their first opportunity to question CIA contractors who responded to the scene that night, will focus in part on why a State Department-led counterterrorism team was not dispatched as the assault was ongoing, Nunes said.

"We have to ask the question: Who made the decision, and at what level, not to send this counterterrorism team in from the State Department?" Nunes said.

The hearings will also focus on the response to the attack and the subsequent investigation, Nunes said.

"We didn't have anybody on the crime scene for nearly three weeks in Benghazi," he said. "So here we are, nearly 14 months later, without bringing any of these people to justice."

And while Nunes said he doesn't believe in any "conspiracy theories" surrounding the attack, the full story has thus far been difficult to obtain from the government.

"As a guy trying to get answers, it's never been so hard … to get answers from our own government," he said. "It's about time we had those answers, and that's what starts next week."

The U.S. must continue updating its policies toward Cuba, President Obama said Friday.

Obama says the U.S. has started to see changes on the island. Obama says U.S. policy aims will remain the same but the nation must find new tools to speak out.

Obama points out that he was born around the same time Fidel Castro took power. He says it doesn't make sense that policies put in place more than 50 years ago would still be effective in the Internet age. The U.S. cut off diplomatic relations with Cuba in 1961 and imposed a full economic embargo the next year.

The administration has engaged in recent discussions about migration and mail and relaxed travel and remittance rules for Cuban Americans.

Obama spoke at a Democratic fundraiser in Miami.

4 couples sue Idaho over same-sex marriage

Four Idaho couples are suing the state in federal court to challenge laws banning same-sex marriage and denying recognition to same-sex couples who married in other states.

Sue Latta and Traci Ehlers, Lori and Sharene Watsen, Shelia Robertson and Andrea Altmayer, and Amber Beierle and Rachael Robertson filed the lawsuit in Boise's U.S. District Court on Friday. Their lawsuit brings the first challenge to Idaho's constitutional ban of same-sex marriage since the U.S. Supreme Court made two key decisions bolstering the legal status of such marriages earlier this year.

The women, who are represented by two local attorneys and the National Center for Lesbian Rights, contend that Idaho's laws violate the U.S. Constitution's guarantees of equal protection and due process.

The state has not yet responded to the lawsuit.

"Idaho's exclusion of same-sex couples from marriage and refusal to respect existing marriages undermines the plaintiff couples' ability to achieve their life goals and dreams, disadvantages them financially, and denies them 'dignity and status of immense import,'" the women wrote in their lawsuit. "Further, they and their children are stigmatized and relegated to a second-class status by being barred from marriage."

The lawsuit utilizes a legal strategy that has been effective in a similar case arising out of Ohio, arguing that the state has historically recognized marriages performed in other states that would have been considered illegal under Idaho law, such as marriage between people of different races. Idaho law barred marriages between white people and other races until 1959. The U.S. Supreme Court ruled those types of laws were unconstitutional in 1967.

Earlier this year, the U.S. Supreme Court ruled that same-sex couples are entitled to federal benefits. The high court also declined to decide a case from California this year, leaving in place a lower court's ruling that struck down a ban on same-sex marriage in that state.

In the Idaho lawsuit, the women note that they are allowed to file joint federal tax returns just as any married couple may, but that they are prohibited from joint tax filing status in Idaho, forcing them to file separately here. They also note that they lack the right in Idaho to make decisions for an ill or incapacitated spouse, the right to recognition as a legal parent, and a host of other rights and responsibilities otherwise afforded to married couples in the state.

The U.S. is bringing an aircraft carrier home from the Persian Gulf region, the Defense Department said Friday, after keeping two of the warships there for months as the Obama administration considered a military strike on Syria.

The decision to bring back the USS Nimitz underscores the shift from a pointed military threat against the Syrian government to a broader diplomatic approach. It comes as international experts work to meet a mid-2014 deadline to eliminate Syria's chemical weapons program.

According to officials, the Nimitz moved through the Suez Canal and into the Red Sea, and is expected to be back at its home port on the West Coast before Christmas. The Navy destroyer the USS Graveley also has left the Mediterranean Sea and is returning home, reducing the U.S. naval presence there as well.

Earlier this summer, in the aftermath of a deadly Aug. 21 chemical weapon attack on rebel-held Damascus suburbs, the U.S. sharply increased its Navy presence in the region. Washington and its allies said the Syrian government was responsible for the attack.

The U.S. spread cruisers and destroyers across the eastern Mediterranean, just waiting for the command to launch missiles into Syria. But after threatening military action for weeks, President Barack Obama on Aug. 31 abruptly announced he would go to Congress for approval of a strike.

Amid vocal opposition in Congress, the U.S. and other international allies increased diplomatic efforts, ultimately securing the right for experts to inspect chemical weapons sites as part of a mission to destroy all facilities and machinery for mixing the chemicals into poison gas.

Syria is believed to possess around 1,000 metric tons of chemical weapons, including mustard gas and sarin.

The Nimitz was scheduled to return to the U.S. in August, but was ordered to stay in the region as part of the U.S. show of military force and in case it was needed in connection with any strike.

The aircraft carrier USS Harry S Truman remains in the North Arabian Sea, and three U.S. warships -- The USS Stout and the USS Ramage, both destroyers, and the USS Monterey, a cruiser, are in the eastern Mediterranean Sea. Navy and defense officials said Friday that the U.S. still has a sufficient expanse of military fire power in the region.

A new Obama administration rule requires insurers to cover treatment for mental health and substance abuse no differently than they do for physical illnesses.

The Obama administration had pledged to issue a final mental health parity rule as part of its effort to reduce gun violence.

Health and Human Services Secretary Kathleen Sebelius says patients seeking mental health or substance abuse care have at time suffered discrimination through higher out-of-pocket costs or stricter limits on hospital stays or visits to the doctor.

Sebelius says nearly 60 percent of people with mental health conditions and nearly 90 percent with substance abuse disorders don't receive the treatment they need.

The rule puts into effect legislation signed into law five years ago. Mental health parity also is required under the Affordable Care Act.

The former Environmental Protection Agency official who pretended to be a CIA spy and bilked the agency out of hundreds of thousands of dollars spent more than $40,000 on two taxpayer-funded trips to London that included first-class airfare and five-star hotels, documents obtained by the Free Beacon reveal.

Travel expense reports reviewed by the Free Beacon show former EPA official John Beale took two taxpayer-funded trips to London in 2008 and 2009, staying in a beachfront hotel in Santa Monica, Calif. and a hotel along the River Thames in London.

Beale, 64, pled guilty in September to charges of felony theft of government property, which carry a maximum sentence of 10 years in federal prison.

Investigators say Beale claimed for years to be a CIA spy and that he often justified his long absences from work by saying he was overseas.

Beale is scheduled to be sentenced in December. Because of his clean record and guilty plea, his probable prison sentence will be 30 to 37 months. The court also ordered him to pay restitution of $886,186 to the EPA and civil forfeitures of $507,207.

The EPA Office of the Inspector General told the Free Beacon it is currently conducting an audit of the agency's internal practices following the case, and it expects to release the report in mid-December.

Beale took his first taxpayer-funded trip to London in 2008, spending $22,356.12.

Treasury Secretary Jacob Lew makes a five-nation swing through Asia next week and will reiterate that completion of an ambitious trans-Pacific trade pact by the year's end remains a top U.S. priority.

Lew will also visit China to discuss the results of a high-level Communist party meeting expected to unveil key economic reforms this weekend.

Lew begins his trip in Japan Tuesday. He then travels to Singapore, Malaysia and Vietnam, before visiting China.

All those nations except China are in the Trans-Pacific Partnership, which aims to reduce tariffs and other trade barriers.

Finalizing such a highly complex agreement by year's end -- a goal reaffirmed by leaders of the 12 participating nations last month -- remains a tough task.

A milestone for the new GI bill.

The Veterans Affairs Department has announced the 1 millionth receipient of benefits under the post-9/11 GI Bill.

He is Steven Ferraro, a 10-year Army veteran who fought in the Iraq war and has three kids. Ferraro is studying communications at Middlesex County College in Edison, N.J.

About $30 billion in new GI Bill benefits have been awarded to Iraq and Afghanistan veterans, service members and their families since the program started in 2009.

The new GI Bill helps pay for both public and private tuition along with housing, books and other fees.

Federal prosecutors say there is now evidence to prove U.S. Navy moles helped a major defense contractor bilk the U.S. government out of millions of dollars in a case that may be the most scandalous the Navy has ever seen, The Washington Post reported Friday.

According to the newspaper, at least two Navy commanders allegedly leaked inside information to Malaysian businessman Leonard Glenn Francis -- chief executive of the contractor, Glenn Defense Marine Asia, which resupplies ships and submarines across Asia.

Prosecutors claim the informants fed classified information about contracts and confidential details about law-enforcement investigations targeting Glenn Defense Marine, the newspaper reports.

Such information allowed for the company to bilk the U.S. government out of more money -- even secure more contracts with up to $200 million -- as it defended itself from the Navy's criminal investigations.

Objectors to a Detroit bankruptcy are confusing careful and deliberate planning by state officials with pursuing bankruptcy at all costs, attorneys representing Detroit's state-appointed manager argued Friday.

They "want to punish the governor and treasurer for contingency planning, for doing their jobs," said lawyer Matthew Schneider, the state's chief legal counsel. "This was never about predetermining a Chapter 9 filing. This was only about careful consideration."

Attorneys representing Detroit's state-appointed manager were making their final case on Friday to a federal judge who will determine if the city can fix its finances in bankruptcy. Final arguments are continuing throughout the day from the city, retiree groups, unions and pension funds.

The city in July became the largest municipality in the U.S to file for Chapter 9 protection, but Judge Steven Rhodes gets the final say on whether Detroit is eligible for a restructuring overseen by the court. Critics claim emergency manager Kevyn Orr wanted bankruptcy for months and didn't want to try good-faith negotiations before filing.

But Schneider told Rhodes that the bankruptcy filing was always a "last resort" and contingency planning doesn't "mean you want the storm to come."

Rhodes said he found it "factually impossible" for attorneys representing Orr to conclude that negotiation with creditors was "impracticable" while arguing they negotiated in good faith with them.

Attorney Bruce Bennett said he disagreed, and noted that it's widely understood that reaching an out-of-court settlement is "great thing" but "extremely difficult." He said a proposal for creditors released in June and subsequent meetings with them laid out in great detail the city's financial problems -- which nobody disputed -- and prescriptions for solving them.

"Nobody was hiding the ball," he said. "Everyone understood that negotiations were likely to fail."

Orr, a bankruptcy expert who was appointed emergency manager last March by Michigan Gov. Rick Snyder, has said Detroit has at least $18 billion in long-term debt, including $3.5 billion in pension shortfalls.

If Detroit is found eligible to stay in bankruptcy, the case would turn to how to solve the debt. 

The city has said it could propose a plan by the end of the year. Meanwhile, a team of mediators has been meeting with all sides in the hope of reaching an out-of-court compromise.

SEBELIUS ON THE RUN - Talk about damning with faint praise! President Obama in his interview with NBC News couldn't quite summon an endorsement of Health and Human Services Secretary Kathleen Sebelius, who has presided over the epic failure of the ObamaCare launch. When asked if he still had "full confidence" in his health law pointwoman, Obama ducked: "I think Kathleen Sebelius, under tremendously difficult circumstances over the last four and a half years has done a great job in setting up the insurance markets so that there is a good product out there for people to get."

[No help desk -"You know, Kathleen Sebelius doesn't write code.  She wasn't our I.T. person." – President Obama talking to NBC News.]

POTUS takes it personally - Even worse for Sebelius, Obama is apparently taking the tech bungle personally. Obama slipped in the interview when he talked about the way forward in the wake of the crash.  "Given that I've been burned already with a Web site," he said of Sebelius' project before catching himself and adopting a more compassionate tone to say "well, more importantly, the American people have been burned by a Web site." That does not bode well for Sebelius' future employment.

[State exchanges illegally skirted security check - Daily Caller: "A recently discovered document … highlights the extent to which the Obama Administration skirted federal standards in order to launch the exchanges by October 1."]

Not so peachy - With demands for her resignation piling up and Democrats desperate to show they are not tolerating the embarrassing crash, Sebelius is hitting the road. She is in Atlanta today announcing another batch of insurance regulations and encouraging Georgians to sign up (if they can) for the new entitlement program. She will be joined by former first lady Rosalynn Carter for the regulation announcement, NYT reports.

Meet the press - Sebelius is also scheduled to take questions from reporters while she is on campaign trail. With the president seeming to set her up for a fall, local and national reporters hounding the embattled secretary will have plenty to ask about. Tea leaf readers take note: Her tone today will say a lot about the time frame of her departure from the administration. Defiant? That likely means a quicker exit (and maybe a sour grapes book). Contrite? That could mean she is on board with whatever timetable being considered for her ouster, perhaps after the re-launch of the crash-laden Web site.

LANDRIEU PACKS HER PARACHUTE - President Obama is heading to New Orleans today for a campaign event on behalf of his stalled economic agenda. Sen. Mary Landrieu, D-La., who has proposed a bill that would enforce Obama's "if you like it" pledge will be traveling with the president today but will not be attending his speech in New Orleans, due to an unspecified "long-standing engagement in Lake Charles." With her re-election fortunes flagging and the president's approval numbers sinking in the Pelican State, Landrieu's contorted travel plans have become something of a political embarrassment for her and her flying partner. Landrieu's likely challenger, Rep. Bill Cassidy, R-La., will no doubt be howling.

[Ed. note: The senator's office says she is flying with the president but also part of the bipartisan welcoming party, including Republican Gov. Bobby Jindal, at the airport. Question: How does one greet someone with whom they have travelled?]

SORRY IS THE HARDEST WORD TO SAY - President Obama did offer an apology of sorts to Americans who have lost their health insurance due to regulations under his signature law. Obama told NBC News, "I am sorry that they are finding themselves in this situation based on assurances they got from me." Obama did not, however, apologize for misleading voters in 2012 or for the underlying decision that led to what are now more than 4 million cancelled policies. While Obama promised to look at ways to help those afflicted by the law, he brushed off questions about specific proposals to repair or delay key ObamaCare provisions.

[President Obama will head to Miami this evening to take part in three party fundraisers.]

Delay debuts - Sens. Joe Manchin., D-W.Va., and Mark Kirk, R-Ill., are teaming up on legislation that delays the penalty for uninsured Americans who don't enroll in ObamaCare.  Manchin said, "So far, the federal healthcare exchanges have failed, and we must deliver a better product." The House is set to vote on a bill allowing Americans who like their health care plans to keep them by authorizing insurance companies to continue to offer plans already canceled by ObamaCare regulations.  Congressional Correspondent Mike Emmanuel looks at proposals from both sides of the aisle.

Dr. K's teaches rhetoric - Charles Krauthammer hits President Obama's Rhetoric vs. reality: "I'm not surprised that Obama tells untruths. He's surely not the only politician to do so. THE OBAMACARE CRASH: REAL PEOPLE, REAL STORIES - Bill Elliot is fighting cancer and lost his health coverage because of ObamaCare. In an emotional interview on "The Kelly File," Elliot said President Obama's apology was "more of an insult to me and other people who were cancelled than the president saying 41 times, period, you can keep your doctor, keep your insurance, period."

Elliot has cancer of the kidney, colon and spleen. A couple of weeks ago he received a cancellation letter because his coverage didn't include maternity care. The 52-year-old says he tore up the letter and threw it out in rage.  On Dec. 31, 2013, Elliot says he will stop getting cancer treatment because he can't afford it, can't afford a new insurance plan and doesn't want to go into debt. 

"Whatever happens, I believe I'm doing the right thing," an emotional Elliot told Kelly. "I thought about it and prayed about it." Watch the interview here.

IRS SHIPPED BILLIONS TO FRAUDSTERS - The Internal Revenue Service issued $4 billion in tax refunds last year to people using stolen identities, with some of the money going to addresses in Bulgaria, Lithuania and China, according to a Treasury Inspector General report. In the U.S., more fraudulent returns went to Miami than any other city. Other top destinations were Chicago, Detroit, Atlanta and Houston. More from AP. NETANYAHU GOES NUCLEAR OVER IRAN DEAL - Israeli Prime Minister Benjamin Netanyahu is blasting reports that an international agreement is in the works to ease sanctions on Iran while allowing the Islamic Regime to maintain some its nuclear capabilities. CRUZ WANTS BOUNTY PLACED ON BEGHAZI KILLERS - Sen. Ted Cruz, R-Texas, introduced a bill to offer a $5 million reward for information on the Benghazi terror attack or information leading to the capture of a suspect. Currently, the Benghazi suspects are not included in the State Department's Rewards for Justice Program. Fox News has the story.

The U.S. economy added 204,000 jobs in October, an unexpected burst of hiring during a month in which the federal government was partially shut down for 16 days.

The Labor Department said Friday that the unemployment rate rose to 7.3 percent from 7.2 percent in September, likely because furloughed federal workers were counted as unemployed. The report noted that the shutdown did not affect total jobs.

Employers also added 60,000 more jobs in the previous two months than earlier estimated.

The figures show hiring has picked up in the fall. Employers added an average of 202,000 jobs from August through October, up from 146,000 from May through July.

Stock futures fell after the report was released at 8:30 a.m. EDT, and the yield on the 10-year Treasury note rose. That suggests investors are worried that the better job numbers will prompt the Federal Reserve to pull back on its stimulus efforts sooner than expected.

One troubling detail in the report: the percentage of Americans working or looking for work fell to a fresh 35-year low. But that figure was likely distorted by the shutdown, too.

About 800,000 government workers were furloughed for all or part of the shutdown, which lasted from Oct. 1 through Oct. 16. Many were counted as unemployed and on temporary layoff for purposes of the unemployment rate.

But the furloughed workers were still counted as employed by the government's survey that counts jobs because they were ultimately paid for their time off. Federal government jobs fell only 12,000 last month.

Some reports have hinted that hiring was improving. Retail stores, shipping companies, and other services firms stepped up hiring in October, according to private survey of service firms.

And the number of people seeking unemployment benefits has fallen back to pre-recession levels after four weeks of declines. Unemployment benefit applications are a proxy for layoffs. The steady decline suggests companies are cutting fewer jobs.

Economic growth accelerated in the July-September quarter to an annual rate of 2.8 percent, the government said Thursday. That's up from 2.5 percent in the April-June quarter.

But greater restocking by businesses drove much of the increase, a trend that may not be sustainable. Consumers and businesses both cut back on spending over the summer.

Profits of Doom for Obama's Insurance Partners

Members of President Obama's team say they are angry that insurance companies would place "profits ahead of people."

That's odd because their own health law dictates just how much profit insurance companies are allowed to make. Insurance companies have to pay out 80 percent of everything they take in, with the 20 percent paying all their costs and leaving little room for profit.

Like selling bananas, if volume is high, margins can be low and still allow for healthy profits. And that was the idea when big insurance companies partnered up with Obama to pass his law. They were going to see margins shrink but would see tens of millions of new customers flood through the doors.

When insurance companies partnered with Obama, it was way back in those halcyon days when ObamaCare was just a second milepost in what the president said was going to be an economic and cultural transformation of America. By now, Americans would probably be downloading ObamaCare apps aboard high-speed trains on their way to enroll in free higher-education classes to train for green jobs.

As it turns out, the president is going to spend the overwhelming majority of his presidency in a health insurance quagmire.

He is currently so deep in the health insurance mire that even consistently obliging sorts in the press and his party feel obliged to point out that when it comes to doing things, he and his team are just not very good. And insurance companies must have by now realized the enormity of their miscalculation.

The technical failures that left skidmarks on the ObamaCare launch have heightened the possibility that America will end up with the free-stuff part of ObamaCare but without a mechanism to pay for it. If the spike in the health-insurance welfare program, Medicaid, and the millions of new unprofitable customers insurers agreed to accept as their part of the deal aren't offset by low-risk paying customers we are headed for a massive crisis.

The crisis is first hitting the holders of more than 4 million individual insurance policies already cancelled because of new regulations. The fact that the administration was unable in the span of three years to build a functioning Web site so those folks could buy ObamaCare becomes not an embarrassment but a tragedy. An ideological decision about what Democrats thought insurance should cover is now harming people because of staggering technical incompetence in its application.

And for those who can get through the technical wreckage of ObamaCare? The premiums for the government-mandated products on the other side may be simply unaffordable. You can't have what you wanted. You can't get through to buy what we mandated. And if you can't afford it once you do, we'll fine you for not buying it.

Democrats say this is insurance greed, but the new regulations set government-approved levels of greed. Even that though is going to be too much. So then what? And what about next year when the disruptions hit the employer-based insurance that covers most Americans? If you think the Obama Democrats are angry at "insurance greed" now, wait until those shoes start to drop.

So how did the president's partners turn into his scapegoats?

Take a look at the Virginia gubernatorial election this week. Much was made of the shady dealings of Terry McAuliffe's former electric car company: How it sucked up stimulus money and grants. Produced very few cars, but lots of visas for foreign investors.

The Chinese nationals presumably needed to come to the United States to see their cars not get built. Video links from Shanghai just couldn't provide the real sense of an empty factory floor, no doubt. And by the time the Justice Department came along to break up the play, sending Tony Rodham and others scampering, McAuliffe had just left. And as in prior failed ventures, he no doubt left richer. The key in the world of "public-private" partnerships is knowing when to walk away – always leave the bar one drink sooner than you think you should.

The establishment press summoned great gales of indignation about the whole scandal, a small-time Solyndra which brought dishonor to the effort to battle global warming with regulations and subsidies.

Not that the New York Times and Washington Post found this worse than being Ken Cuccinelli who is, after all, a socially conservative Republican. In the Maslovian hierarchy of legacy news outlets, the need to denounce intolerance falls above the need to deplore green scamming. I mean, it was for a good cause, right?

Cuccinelli helped mitigate the damage for McAuliffe by his incomprehensible decision to accept gifts from the boss of a dietary supplement company. It was piffle compared to the massive hauls that Gov. Bob McDonnell took from the CEO, but enough to leave the commonwealth's chief law enforcement official without a way to distance himself from his disgraced fellow Republican or properly lambaste McAuliffe for a career spent profiting at the intersection of money and power.

And that can be a very lucrative place to hang out, and good for politicians too. And many companies make big bucks by obtaining favored status with politicians. And in the case of ObamaCare and green cars, the dynamic is the same. Politicians create a need through regulations and then offer solutions in the form of subsidies. And when the benefits flow, politicians and their friends are there to scoop them up.

But when things go badly – when they call your subsidized firm a visa mill or the cancellation notices hit mailboxes – the public side of the "public-private" partnership is suddenly on TV blaming your greedy mistakes for the problem.

 President Obama said Thursday he was "sorry" Americans are losing health insurance plans he repeatedly said they could keep, and vowed to work with those who are finding themselves in a "tough situation" as a result.

His remarks came as a bipartisan bill was introduced in the Senate to delay the implementation of the individual mandate of ObamaCare by one year, meaning Americans would avoid a $95 penalty for not having health insurance that is scheduled to kick in next year.

Referring to those who are losing their health insurance plans, Obama told NBC News, "I am sorry that they are finding themselves in this situation based on assurances they got from me. We've got to work hard to make sure that they know we hear them and we are going to do everything we can to deal with folks who find themselves in a tough position as a consequence of this."

The White House, while defending the health care law and vowing to fix the problems with the website, has not explicitly ruled out the possibility of delaying the individual mandate.

House Speaker John Boehner responded to Obama's apology late Thursday, saying "an apology is certainly in order, but what Americans want to hear is that the president is going to keep his promise."

Thursday's bill was introduced by Senators Joe Manchin, D-W.Va., and Mark Kirk, R-Ill., who said since the Affordable Care Act was passed, there have been "many identifiable problems exposed in the law that need to be addressed."

"We need to start working together to fix this law and make it work so that all Americans have access to affordable and reliable health care coverage," Manchin said in a statement. "We can start with a one-year delay of the individual mandate to eliminate penalty fees if individuals choose to not enroll for a health care plan in 2014.

"This common sense proposal simply allows Americans to take more time to browse and explore their options, making 2014 a true transition year."

The legislation acknowledges there are many positive components of the Affordable Care Act that will lead to health care becoming more affordable for all Americans, and these reforms must "continue to be implemented."

"Nevertheless, it is important to recognize when a new program is not meeting the high standards that the American people expect," the bill reads. "So far, the federal healthcare exchanges have failed, and we must deliver a better product."

The bill also says that delaying the entire implementation of ObamaCare would not be "responsible," but Congress should take action to make "commonsense reforms" to the law.

"Healthcare should not be a burden on consumers, which is why we must delay the penalty for individuals," Kirk said in a statement. "Last July, American businesses were given more time to provide employees health coverage. If a delay is good enough for businesses, it should be good enough for all Americans."
