Texas Sen. Ted Cruz introduced a bill Thursday to offer a $5 million reward for information on the Benghazi terror attack or information leading to the capture of a suspect.

Fourteen months following the brutal assault on the U.S. consulate, the families of the four murdered Americans are still no closer to the truth about what happened to their loved ones.

Since the attack took place, no one has been arrested, fired or held accountable.

Cruz's bill would require the secretary of state to offer the reward.

"The State Department's Rewards for Justice Program exists to help the U.S. identify and apprehend its enemies, but the Obama Administration has not used it to pursue the terrorists who attacked our personnel in Benghazi," Cruz said in a written statement.

The program has distributed over $125 million to more than 80 people since 1984, Cruz said.

"This legislation enables the Secretary of State to offer a substantial reward for information leading to the apprehension and prosecution of the suspects who have been identified," Cruz said. "U.S. investigators should have all available tools at their disposal to bring to justice those who murdered four Americans in Benghazi, including the first Ambassador killed in service since 1979."

There have been five House panels looking into the investigation of the Sep. 11, 2012 attack.

"When I was there in Washington, when this first started, the FBI had me in a room to tell me what they were doing," Pat Smith, the mother of Sean Smith, one of the Americans killed, told Fox News, on the first anniversary of the attack.

Smith says President Obama, then-Secretary of State Hillary Clinton and the FBI promised her that finding out who killed her son, an information specialist working in Benghazi, would be a top priority.

But it's a commitment Smith says the president hasn't kept.

"The government is not doing what they should do," she said. "Everybody knows this. They lie to you. They tell you what they want you to know. It may or may not be correct. And in my case, it's always been lies."
