Obama: NATO plan has Afghans taking lead in combat operations by mid-2013 May 21st 2012, 20:26 President Obama said Monday that the United States and its NATO allies have agreed on a plan that would have Afghan forces take the lead for combat operations by mid-2013.  The president, kicking off a press conference on the sidelines of a major NATO summit in Chicago, said the shift to Afghan combat leadership would occur in "all parts of the country."  This, he said, is a "major step" toward completing the transition to Afghan responsibility by the end of 2014.  "We leave Chicago with a clear road map," he said.
