House Republicans are expected to hold a vote next week on a bill that would increase the number of green cards for foreign students who graduate with advanced technical degrees from U.S. universities. The chamber could vote on the bill by Texas Rep. Lamar Smith by Nov. 30, sources told The Hill newspaper. The STEM Jobs Act failed in the Republican-control chamber earlier this session when brought up under a congressional procedure that requires two-thirds majority support. However, the bill is expected to pass this time under regular voting rules. Democrats have opposed the bill because it would replace the existing diversity visa program.
